Unable to connect

I'm getting the message: " Your AccountRight library couldn't be opened because the MYOB AccountRight Library Services have not started on the computer".  This has occurred before and I was able to overcome the problem then with an answer to another user on the Forum ("follow these 8 steps to restart the service" via Admin Tools/Services etc). However it hasn't worked this time and all the options were already showing "Restart the Service".

Any other suggestions??
